Hello, I am in Peru now and i have running out of my 183 days of tourist visa. Are there some tricks what i could do? Other way is just to overstay and pay the penalty when leaving Peru, but lets say i would stay 6 more months and then pay the penalty when going away and what if i want to come back...

As far as your statement "The same legislation that creates the fees could create a list of requirements and background checks too." That is already in place, it's called a visa application and, btw, with fees.

I mean well yeah, Vietnam is a communist country, a far cry from Peru and most countries. The fact is.....not a hunch, most countries do and need to check where income is coming from and backgrounds. It is called a visa application. Just paying a fee every year invites ne'er-do-wells.

Unlimited. You could cross the border when your previous visa was up and conjole the the official into giving you 180 days when turning around and re entering Peru. Wash and repeat.

Is there any legitimate reason why tourists are only now allowed 90 days? I would imagine that allowing tourists to stay longer than 90 days would be good for the economy. I doubt any legitimate tourist needs to stay much longer than 30 days let alone 90 or even 180 days. Doesn't he have a job back...
