If they are that tough, they can also fight and build up their own country. Many refugees were allready criminals before they left their county. That's probably the reason why they left.
Deport them and hand them over to the authorities in their home countries.

I would recommend anywhere outside Lima. Lima is a dirty, crime ridden city and way overpriced. Outside Lima is where the real Peru is. Where to live depends of the climat and scenery you are after.
