by waiting period I meant the 2 years being a CE holder prior to being eligible to applying for eventual citizenship (I am married to a Peruvian). Does anyone know under what circumstances a "permiso para viajar" is given? I too plan to apply for CE this summer but during the 2 year waiting period will need to travel back to the US regularly. My question is not about the length of stay but the permiso itself.

For any matters regarding Social Security, as per their own website, do not use a third party apostille service. The State Department is the only entity that can apostille federal documents. Beware of previous post offering to "help". Documents issued within states can always be apostilled...

In order for a document to be apostilled, it must have the signature of a representative official so I'm not sure how a downloaded pdf printout would work for that purpose. The document must be specifically the one titled Benefits and Income Verification Letter and the title of the person who signed it must be Office Manager of the local Social Security branch where it was obtained.

Yes, you send it to the Dept. of State for authentication. There is something terribly wrong with this concept as on a city block, you simply cannot have a back yard garden that gets sunshine while being engulfed by high-rises. Also, anything by B. Traven. I re-read many of his books. He is most known for The Treasure of the Sierra Madre but all of his novels are outstanding, e.g. March to the Monteria, The Cotton Pickers are all gems.
