That's because most people (not all) rather be cold than hot.
Look at the US.
The cheapest places to live are in the south where the weather is brutal in the summer.

Back on topic, IMO, making people read subtitles is no bad thing. Besides, subtitles are usually short to the point phrases or sentences. Almost Twitter like.
