I spend a lot of time in Callao. There are a couple areas that are ok and the rest is horrible. Is it a neighborhood thing? For instance in a lower income neighborhood you get one price and in a higher income neighborhood, you pay for something else? I have never in my life lived on benifits from anywhere and do not intend to now. I don't know the situation in your country but entering the UK after two years will require an application for a re-entry visa.
