Dog or purse?

When eating in some places at Plaza San Miguel, I noticed that the seats have some leash attached to the back.

I always thought that it was for dogowners so they could attach their dog to it.
But we were sitting in a refrigerio at Plaza San Miguel and there was a sign at the door that said that dog are not allowed in the place. So, I asked my gf why they put leashes for dogs at the seats although dogs are not allowed inside.
Then she told me that it's not for the dog but for the handbag.

If I had a bar. Dogs would be allowed or I would not have a bar.

I think that those straps are not so safe either. Choros still can cut them quickly. I see that most girls keep their handbag on their lap.

they look a good idea but the thief will cut the bag handle so they wont work very good
