so its just luck if you get a red or green light
If you always got red and I alway got green then I think the system isn't random like we always thought.
I notice that there are some mirror windows before passing customs. I could be possible that the people sitting behind that window are observing people collecting their bag and they can just push the button from a distance so that some people get red and some get green.
Also, immigration allready has information about people when they arrive. They can see how many times someone has been to Peru and with which flight they arrive. There's also an interpol check. For sure, they can see if someone has had convictions in Peru or somewhere else. Probably, they work in concerta with customs.
