The American State Dept can now take your passport if you have unpaid taxes, essentially putting you under house arrest, banning you from travel. This is a law past last year and approved by Obama.
I am curious if you are in such a position, out of the country and your passport expires can you renew it.

No, you can not renew! The Embassy will issue you a one way travel document, so you can return and serve your sentence .

Obama tough on deadbeats. Some might applaud this, but I understand those affected by such "extreme measures" being not too happy about the government's desire to collect what it says is theirs. From the linked article:

To qualify for such extreme measures, the outstanding taxes must exceed $50,000, and all available means to collect the tax must have been exhausted, without success.

Unless someone is at that amount of unpaid taxes owed or has managed to avoid all available means to collect it sounds like nothing to worry about. Someone who has made enough to have outstanding taxes of over $50,000 should probably learn to better manage their finances, or they could always take advantage of the way tax laws have been written and claim a net operating loss to cancel out taxable income. Worked for Trump.

If they can afford to travel they can afford to pay their taxes. People should not be traveling out of the country if they can't afford or are dodging their taxes.
