Finally the reglamento of immigration has come through.

For the borderhoppers and overstayers on tourist visa they should read art. 190.
The fine is increased to 0.1% of an UIT (S/4050), so S/4.05 each day.
'Por exceso de permanencia al momento de salir del territorio nacional. Se aplica una sanción de multa equivalente al 0.1% de la UIT, por cada día de exceso en la permanencia.'

Also if you read Art. 196.b you can be banned for 5 years to come back to Peru if you overstayed, and didn't try to regularize your visa situation. It is a bit unclear if this also applies to tourists, or only to residents who didn't renew their carnets on time.
'Por encontrarse en situación migratoria irregular por exceder el tiempo de permanencia otorgado y no haber solicitado su regularización en el plazo
fijado por este reglamento.'

It applies in theory to all temporary visa holders (incl. tourists),but not residents.(the word "permanencia" refers to temporary visas only, for the carnet holders the word is "residencia" - Art. 29 Ley de Migraciones).

In reality I strongly doubt that the re-entrance ban will be applied to tourists who overstayed a couple of days or even months. Most likely it will be applied to those who entered the country illegally and/or have been involved in some kind of criminal activity.

Overstay exoneration if you have kids who are Peruvian.
Temporary visa for up to a year.
