Do expats pay 18% VAT at hotels?

We are headed to Ayacucho for our honeymoon; my wife is Peruvian.
The rooms are booked in my name & with my US credit card.
Will we get a refund of the 18% VAT; some rooms we pay when we arrive?
Am I correctly interpretating this motel tax exemption for expats?

Nope. If you have a carne or citizen ship you will have to, ditch those and check in with your passport.

Only foreign tourists with a TAM with less than 59 days since their last entry in Peru are excempt from the 18% IGV.
A Peruvian with double nationality is NOT considered a tourist.

DECRETO SUPREMO
Nº 342-2017-EF
Artículo 11°-A.- Definiciones
Para efecto del presente Capítulo se entenderá por:
(…)
g) Turista : A la persona natural extranjera no domiciliada que ingresa al
Perú con la calidad migratoria de turista a que se refiere el
literal h) del párrafo 29.1 del artículo 29° del Decreto
Legislativo de Migraciones, Decreto Legislativo N° 1350,
que permanece en el territorio nacional por un periodo no
menor a dos (2) días calendario ni mayor a sesenta (60) días
calendario, por cada ingreso al país.
Para tal efecto, se considera que la persona natural es:
1. Extranjera, cuando no posea la nacionalidad peruana. No
se consideran extranjeros a los peruanos que gozan de doble
nacionalidad.
2. No domiciliada, cuando no es considerada como
domiciliada para efecto del Impuesto a la Renta.”
- NO son turistas a los Peruanos residentes en el extranjero
- Cualquier Peruano NUNCA es considerado turista para efectos de esta norma
