Divorce as an expat

I have an expat friend who needs a divorce.
He doesn't want to even consider getting remarried in his 70's but I tell him it is important to get a divorce.
He was married in his wife's home town of Arequipa & she tells him he has to come back to do the paperwork.
They lived in Miraflores when they were last together 5 years ago.
He doesn't want to travel to Arequipa if he doesn't have to; any suggestions?

Was hoping someone could help with info for my friend w/o getting a lawyer involved.
Someone must have gone thru this recently & knows the regulations.
