operating a motor-bike or electric scooter

Outside of the major cities in Peru, what are the policies regarding motor-bikes/electric scooters?
Do you need a license or insurance?
Any help would be greatly appreciated. Thanks.

Off the top of my head what difference does it matter where you are at? I would think both are required. Where did you get your motor bike? Didn't they advise you?

In many of the small towns I have visited lately, I see motor-bikes (not motorcycles) with no licenses.
I was hoping for any explanation.

To obtain a Peruvian license, you’ll need to pass a written exam, a practical driving test, and a medical exam.

Not quite correct. As an Expat if you hold a current full driving license from your home country and are willing to get it certified you can avoid the practical exam. The written part is also not so bad. It is computer based yes/no questionnaire. There are also on line dummy examinations to help.

It appears if the vehicle is a motor assisted bicycle less than 50cc, there are no licensing or age limits. I had better start converting my motor mower.

Sounds like you are trying to circumvent the laws some how? A 50 cc Honda would make more since. Why a lawn mower, please explain. Balance issues?
