Pedestrian Fly Over Parque Maria Reiche, will it EVER be completed?

Passing on the Malecon de La Marina, one can see a sign at the beginning of Parque Maria Reiche saying: "Disculpe las molestias estamos trabajando para usted".
It concerns the works on the (re)new(ed) pedestrian fly-over, crossing the Circuito de Playas at that point.

However, since MORE than ONE year there is absolutely NO movement AT ALL!
Does anyone know what is the reason for this (in my opinion) ridiculous delay?
Moreover, I have the impression that it needs no more than a finishing touch, before completion.

There is another similar fly-over near the park next to Parque Maria Reiche (direction Complejo Deportivo), where they did not even start with the necessary footpaths leading to the fly over.

Does anyone know where one can make complaints (as inhabitant of Miraflores, paying my local taxes)?

Just wrote an email to Jorge Muños Wells, with two photos explaining everything!
Let's see if anything happens at last.
Hahaha .. I was getting more and more annoyed by the words "estamos trabajando para usted" .... accompanied by a total and complete silence and inactivity!

Maybe they should change the sign to read, "Somos trabajosos para Ud." Hahaha

They ran over budget.
Not the first time a project has been started then delayed.
It will be completed soon.

Received a reply from mr. Muñoz Wells, alcalde de MF, saying that it is the responsibility of Lima Metropolitano.
So I today replied, that, to my opinion, despite that it might be the responsability of Lima Metropolitano, it is (in the sole) interest of the habitants of MF that this work is completed upon the shortest notice (for this one fly-over it is merely cleaning up as far as I can see).
And so for their representatives, being the MF municipality, to urge "Lima Metropolitano" to do so!
Let's see what happens....probably nothing, but ok, when you don't shoot, you'll always miss!

It's like here in Santiago de Surco... They ripped open Toma's Marzano,one of the most frequented streets in Lima and since May 2014 the only thing they get managed is to put tarmac on one of the four lanes...of course the alcalde put also a sign up that this is not his business...just sad!
