I have subscribed to International Living since 2010.
I have always asked them why Peru was not on their lists for cheap places to live.
Finally, IL got around to really investigating Peru & recommending it.
I feel Peru is "on the right track" to being a premier retirement destination.
Best wishes to all.

Most lists like that, best food, weather, living, best what ever, the countries tourst board has to grease the palms or pay a fee to get on the list.
