Education? People even have to pay to go to university.

Roads and infrastructure? The only decent roads are toll roads owned by private companies.
The administration? I thought they get sponsored (read: propinitas) by the companies who got the heavily overpriced contract to build a poorly built hospital. Like the 'state of the art new hospital in Tarapoto' that gets flooded when it rains and you risk to get more injured when you get out than when you got in due to falling down roof panels. And if you need to get operated in that place, then I recommend to first pass via the Honda Concessesionario to buy a generador to make sure they have electricity whilst they are operating you. Just in case they have a power cut which often happens.
Healthcare? My gf had to give up her studies and work 2 jobs to be able to pay for the cancer treatment for her mother.
