I went to the Corner Bar in Miraflores to watch the conference championship games and the BCS championship game about 3 years ago.
Ok bar just make sure you keep buying beer/drinks or those waitresses will try to ease you out for other paying customers.

It's not only the small places where there's sometimes a lack of hygiene. I was used to work as a chef for some very well known 5 star chain hotels and in some of them the kitchens where filthy. Anyway, it sounds like the OP has some serious issues that only a technician will be able to diagnose. It could be bad copper wiring in the building, overloaded switch etc etc there are so many variables. It seems like anywhere outside of Miraflores/San Isidro has the crappiest luck with internet. ...

You can buy the shock devices here in the USA and take them with you. I use two types, batteries and self charging.
