Fanning is right. You need to ask somebody in Tarapoto to go to Reniec and get one for you. The reniec machines here have birth certificates only from Lima.

It is true. Right now not all taxis have the new number plates. Taxis have until may 2014 to change their plate numbers.

These are just tips when you get a taxi. It's up to you whether you follow all, some or none of them.

If you seat right behind the driver, it's difficult for the taxi driver to attack/threat you.

Few tips when you get a taxi on the street:
license plate (both front and back) should have a yellow strip on the upper part
plate numbers written on the sides of the car
red/white reflective strips along the sides of the car
taxi sign on top of the car
sit behind the driver's seat

You can also take a bus in Javier Prado (going to La Molina) and get off at Ovalo Monitor-Universidad de Lima.
Then walk just a few meters to Av. El Golf Los Incas and take a combi that goes to Av. La Encalada.

Traduccion certificada doesn't need to be legalized by the embassy/ministerio, just get a certified copy from the Notario and take it to a translator. It is not a simple translation, it is a translation certified by Official Traductor.

It cost me 50 soles.

We didn't do Traduccion Oficial, only Traduccion Certificada by a Licensed Trasnlator.

Re tsunamis, just stay away from La Punta/Callao area. Other disctricts like Miraflores, San Isidro, San Borja, etc. are safe in that sense.
