Ok. So you can't get the doc notarized because you can not find an English speaking notary in Peru, correct? If that is correct, why not have it translated into Spanish, maybe going so far as to have a certified translator translate it and present that to a notary.

Sounds to me like this document is an American document that needs to be notarized. I don't think a foreigner can notarize an American document. That is why, normally, you go to a US embassy for notarizing American documents, while in a foreign country. You wouldn't go to an American notary to notar...
