each capital is not so kind like town into a country. I speak spanish and It happened to me also in buenos aires argentina. I made a complaint to my Argentinian friend and she said people from the capital used to be so tough a rude. next time before to judge a country come to the inside of a country...

Has the US recently imposed a similar restriction on Peruvians entering the country? If it's a limitation of 90 days to only US citizens (as opposed to a change in Migrations for all tourists) then it's possible a retaliation against a US policy. I eager recommend the people who wants therapy while a method is scientific is better. I think you can do for yourself but you must to know speak Spanish -and I think is not necessary the 30 K to get the residency ( no citizenship) you will need a silent partner or a friend who can give a job and temporal and then a a residence for a worker residence.
