My experience when I was in Peru was it was easier for me because, I was employed by a company in Talara...So it was easier for me to drive from Paita or Piura...Also during the rainy season you could never tell if the highway was going to be there... The other night I saw a program where a Mexican businessman built a village in southern Mexico... It was in the mountains so it had a temperate climate even though it was very south in Latitude..Here he offered mostly EEUU citizens a beautiful small house in a safe gated community for 1000.USD/month...
