If he didn't have to pay a fine then it shows that nothing is registered against him. That's an assumption, nothing more, nothing less. He was ordered to leave, so at the airport they checked his passport and whatever the reason may have been he didn't have to pay a fine does not automatically mean...

With those copies you can get your DNI, but not your passport. Your passport you can only get with your DNI. Actually, I have not idea why so many copies are issued.

Even should Luz del Sur cut the electricity, the tenant can use gas to cook and heat the shower, charge his laptop/cell phone at work and even use candles for light. I believe the water bill is address based, not under a name of a person. It's really tricky.
