But if you go to TACNA and are American, wouldn't you have to pay the $130 USD entrance fee? That would make an Ecuador trip a better bet, no?

So did the Tumbes into Ecuador boarder crossing ever happen? I'm going to need to border hop soon and flights to Tumbes seem to be the cheapest and quickest... but I saw in LP that this is apparently "the worst border crossing in Latin America" which doesn't sound promising.

Yes, it is a bit rude. But since you brought it up, I did look into it. And I was told that US appliances work here, just as they do in Mexico where I lived prior to moving here. And suppose technically they do work, until they blow up, that is.
