Dont expect to make anything close to what you made in the states. Also, you will not find work ahead of time, you need to do the leg work when your here, and after then, it may take quite a while... dont mean to sound harsh, just speaking from experience, and the reality here.

I dont have a carnet and I have a Claro phone plan. Even if you couldnt get one, just have a friend get you one. Just go to the supermarket and pick up a cheap new phone for s/50.

I cant speak much for Arequipa, I do know though that you will have a much easier time finding work as an English teacher in Lima. There is quite an abundance of teaching jobs available here, Arequipa less, but I wouldnt know how much less.

I have not gotten my Carrnet yet, not sure if I am going to. I am a resident of Colombia though, which has helped in some areas. There are jobs that don't require anything like that, I have had some here in Lima, I just haven't found one in a while after I left the last job here.
