Not all expats are blessed with a lot of money. I have friends that can not live in the US on their pensions.
Even if the rent is reasonable, the owners should obey the laws and issue receipts.
Just because some do not give receipts does not make this tax avoidance - right, in any country.

When I gave notice and moved out, the owner told me the entire 2 months security was needed to repair.
I took excellent care with the apartment. The only issue was the paint was fading as I cleaned so much.
I now realize the owner used very cheap paint and thinned it out. This was not my damage but his stupidity.
I got scammed and had no idea where to complain... He never gave me boletas, only a slip of paper.
