Owner responsible for (maintenance) electric wiring?

A friend of mine, renting an appartment in an apartment building, has a serious electric breakdown, due to bad electric wiring.
Almost certainly most or whole of the wiring has to be replaced and she is afraid she has to pay for it.
However, to my opinion it is the owner who is responsible for the (maintenance and replacement of) the electric wiring in an rented appartment.

1) Is this assumption correct and
2) how can the owner be obliged to repair or replace the electric wiring. as my friend thinks that the owner will be very reluctant.

For extra information: the installation is very amateurish, breaking basic (Peruvian) rules for electric wiring.

The owner is liable, unless he can prove abuse.

1/ Ask the landlord. Making sure any defect / safety issue is notified and ensure photographs are taken of all visible faults.

2/ This part is most important. The tenant must confirm the instruction to the landlord in writing giving him a fair time to carry out the repair, and keep a notarised copy.
