I remember reading a few years ago that it is now illegal for non-residents to own a cell phone in Peru. Is this the case? Is it legal for someone to bring a phone and use it with roaming charges or get it unlocked and get a SIM card?

The issue isn't having a cell phone here as a tourist non/resident. The issue is the phone companies may not provide you a chip because they aren't supposed to.

Exactly. The regulation is that a tourist is not allowed to have a Peruvian cell phone number. So you could use your cell phone from your home country on a roaming basis if there is roaming available for you in Peru but you wouldn't be able to get a line through Movistar Claro or Entel.

Yes, you can buy a sim card and unlock your phone and purchase time in Peru right when you enter in the airport. This explains it.
