Buying Internet/TV service in Lima

Hello,

I have a carne de extranjería and am trying to buy Internet/TV/telephone service for the apartment I am renting. Both Claro and Movistar told me that I cannot buy the service because I am a foreigner. Does anyone know anything about this? What can I do?

Very strange! It's the first time I have heard that. The whole purpose of the carnet is to give the holder the ability to be a legal agent within the country. Why would they turn away the business? Could it be that both reps were misinformed?

I had the same thing happen to me in Surco in 2018.
I had a native Peruvian go with me & we threatened to fill out a complaint with the Libro de Reclamiciones book (hope this is the exact name).
Legitimate businesses hate replying to the Libro complaints.
It should not be but take a Peruvian citizen with you; they will change their "tune" quickly.
