Problems with the Permissions to sign Contracts web

We have an American friend who arrived a few days ago in order to handle some legal obligations here, which involve signing contracts. When she entered into the Migraciones website to apply online for the permit to sign contracts, the system announced that her situation in the country was "irregular". Out of curiosity, I plugged in the name and info of another friend who arrived one day later and the system said his entry was "non existent". Because of covid restrictions, neither passport was stamped. Has anyone else run into a similar problem? Or have any suggestions on how to move past this impasse?

If I were him I would go personally to Migraciones , but do not know if they are working regularly due to Coronavirus

If so, I would do it as fast as I can, because it seem to be that the new "cepa" strain of coronavirus will put the World on a 2º lockdown
