Medicines for Malaria Venture (MMV) was established in 1999 as a partnership between the public and private sector to discover, develop and deliver new antimalarial drugs at prices affordable to developing countries. MMV and its pharmaceutical partner GSK have developed a single dose liver stage drug (tafenoquine) for P. vivax malaria. Prior to prescribing Tafenoquine, a quantitative G6PD test must be used to identify patients who have adequate G6PD activity and can take the drug. The G6PD test is being developed by PATH, an international global health nonprofit, and is working with diagnostic manufacturers to develop and scale quantitative G6PD tests.

MMV and PATH are collaborating to accelerate access to P. vivax diagnosis (malaria and G6PD diagnostics) and treatment (blood and liver-stage treatment) in malaria-endemic countries and are supporting them in reaching their elimination goals through several market interventions.

MMV is looking for a full-time Consultant to support activities in Peru, Colombia and Meso-America. He/she will support the MMV’s Associate Director of Access who is the project lead on tafenoquine (TQ).

Time frame: March 2019 – December 2023
Duty station: In the region, ideally Bogota or Lima

The Regional P.vivax Radical Cure Advisor will work in close collaboration with the country coordinators, National Malaria Control Programmes (NMCP), PATH as well as national and regional stakeholders. The role will include:

Engagement in and oversight of in-country activities
Support the development and sound understanding of the health services, malaria situation, funding landscape, regulatory pathways, barriers and opportunities for the introduction of new tools for effective radical cure through engagement with the Ministry of Health (MOH) / NMCP and stakeholders as well as through literature reviews
Contribute to the development of a roadmap for policy adoption, funding mobilization and an appropriate supply chain to ensure co-availability of radical cure products
Ensure that country teams and national partners develop sustainability plans for ongoing funding of P. vivax commodities
Coordinate with other institutional partners operating in the Meso-American region to integrate P. vivax tools that are relevant for malaria elimination goals.
Monitor progress and timely completion of key deliverables of each country plan
Support the development of advocacy materials

Provide scientific/technical guidance as required
Support the pilot introduction of new tools including training, sharing of relevant data, documents, and information with key stakeholders
Support the NMCP, country coordinators and stakeholders in building the evidence needed for the MOH policy adoption of G6PD test and single dose radical cure
Provide ad-hoc support when needed, e.g. discussions with National Medicine & Medical device Regulatory Authorities, meeting with the NMCPs etc.
Coordinate and support the scientific community in the region on relevant research projects that support evidence for the adoption of new tools for malaria control

Knowledge sharing
Proactively share information across countries in the region and elsewhere
Develop and maintain a knowledge sharing hub

Regional representation
Represent MMV during national and regional meetings
Liaise with country implementing partners and the procurement agent(s) on quantification issues and with key regional stakeholders such as PAHO, Global Health Strategies and IDB

Submit regular progress reports
Support the global support and country project teams (finance, external relations and access) in developing bi-annual reports to the donor, including progress against log frame targets

Essential qualifications and skills:

Education & experience
Master’s degree and/or PhD in public health
5-7 years of relevant experience in the public health field
Proven experience working in disease control programmes, building relationships with high-level governments stakeholders and ministries of health, commodity procurement and supply chain management in the Latin American and/or Meso-American regions
Malaria experience a plus

Technical skills required
Fluency in English and Spanish, both verbal and written is a must
Strong report-writing skills, particularly with regards to donor reporting requirements
Experience conducting or organizing training
Excellent organizational and project management skills
Familiarity with global health issues
Excellent analytical skills

Behavioural skills required
Excellent written and oral communications skills
Ability to engage effectively with high-level government stakeholders
Ability to handle multiple tasks simultaneously, set priorities and work independently
Strong interpersonal and collaboration skills
Cultural sensitivity and awareness
Willingness to travel extensively in the region and internationally
