I've alway enjoyed my stays at Hotel Tinkus near the corner of La Paz and Schell. At S/.100 a bit more expensive than what you're looking for but the people are nice, place is clean and they have a great continental breakfast. Also Vivanda is just around the corner. Cons are rooms are small and no elevator but there is someone always available to help me with my bags. When I come from the US, I always stay there and catch my connecting fight the following afternoon.

A bit basic, but used to offer double rooms with private bathroom/toilet for very reasonable prices (our last stay was Jan. 2011).
You can have breakfast as well,but downstairs is a bakery shop where breakfast is served and moreover: Larcomar is very close....

Btw I just saw on Google Earth an uploaded picture (act. there are two, but one of the two...) titled "Beautiful Colors in Av. Larco in Lima". It is one of the pictures incorporated in G.E., just below the crossing Avenida Larco/Diego Ferre.

Very modern and clean hotel. Nice rooms. They also have a covered parking,

It's 2 blocks from Parque Kennedy and in a quiet street. So no streetnoise.

There rate is now 75 a night but for sure it's negotiable. I stayed their for a week and got the price down to 60 a night.
