buying land to obtain a Carne for opening a business

Hoping you can help me with my understanding of this process. If I buy land here in Peru, as a tourist from the US, I can get my Carne de Extraneria much easier. If I have a Carne, I can open a business here without the 25K down? If this is correct, is there a minimum amount of land I need to buy?

Nope, owning property will not get you a Carnet!

Do either of you know an expert here in Lima that consutls expats on starting businesses? English or Spanish

Most lawyers would have experience. I would reccomend (have never used) the one who is mentioned on this site. (Bringas?) He is known to be expensive but good.
