At least 25 people were killed and another 60 were injured when two buses crashed head on Sunday evening in Huaral, one of the nine provinces in the region of Lima.

The two buses, which belonged to Flores Bus Company and Soyuz Bus Company, collided on the 78th kilometer of Panamericana Norte Highway.

In metropolitan Lima, just hours from where the accident took place, family members of the victims gathered at one of the bus stations demanding explanations and information on their loved ones.

While representatives for Soyuz have explained that the bus driver was attempting to avoid being attacked by highway robbers, there are speculations that the driver fell asleep at the wheel

According to preliminary police reports, the driver of the Soyuz bus crossed into a lane of oncoming traffic in an attempt to pass another vehicle.

Firefighters and rescue teams from Huacho, Barranca, Huaral and Chancay all had to be called to aid wounded passengers, which have been taken to hospitals in these areas.

According to RPP Noticias, there have been four bus accidents in Peru this month which have left almost 60 people dead.

Specialists affirm that this is due to the country's bad highways and drivers that can get a license on the black market for 30 - 50 soles.

We could complain until we're blue in the face (sadly the deceased are blue in the face), but the sad fact was stated so cleverly by Spirit Air's Ben Baldanza recently, who accidentally hit "reply all" and copied the customer regarding a passenger complaint: "
"Please respond, Pasquale, but we owe him nothing as far as I'm concerned. Let him tell the world how bad we are. He's never flown us before anyway and will be back when we save him a penny."


Well, as long as people want or need to save a penny, the transportation companies will write off these things and find some excuse to justify it. Then, as the old rhyme goes, "the wheels on the bus go round and round, round and round, round and round...."

CJ, I am amazed that the insurance companies don't fund local Police. Give them Radar,Training etc.. New cars. This is what they do in the U.S.. The Insurance companies fund most of the Insurance Fraud Units in the Dept. I worked for once. They also paid overtime for the Police for DUI checkpoints. My question is ,"Do the Bus companies have to carry insurance or are they self insured".Or does anyone check? I know I was insured when driving in Peru. AS for the Buses and trucks. Most were overladen, under-maintained and pushed the envelope as to speed and safety. I read everyday in the papers that a bus or truck accident happened somewhere in Latin America.I have seen the aftermath of one accident where bodies were strewn over the highway and there was nothing I could do. What I don't understand of that stretch of road is why buses and trucks take that road ( the 'Serpiente Pasamayo' ) and not the perfect 4 lane highway just parallel of that road.

The fact is that there are two roads, the Serpiente with its many many accidents. Only trucks and buses are allowed to take this road.
And the other road is a four lane highway that passes like 1 kilometer higher. But that road is only for 'light vehicles'.
The peaje is the same, so costwise there should not be a difference, and I think the safer highway is like 5 or 10 km longer.

With so many accidents happening on that Serpiente, why don't they open the highway for (at least buses ) and trucks.

The exact reason why a bus driver lost control of his vehicle late Tuesday evening and drove off a cliff in Peru's south-central Andes, landing 100 meters (328 feet) below, is still unknown.

Local media have revealed, however, that at least another sixteen people have lost their lives as well as another thirty passengers have been injured in a bus accident on one of the Andean country's highways.

According to preliminary police reports, highway officers in the region of Ayacucho noted that the bus was carrying more people than what had been registered on the company's passenger list.

There were only supposed to be thirty-four people aboard the bus.

It has also been reported that police have almost completely discarded that the accident was caused by bad weather and believe it was most likely the driver's fault.

The driver lost his life in the accident as well.

The sixteen people that were found dead have been taken to a morgue in Ayacucho while those injured were taken to the region's hospital, which is four hours from where the bus fell.

Aside from this tragic accident, a bus in the region of Cusco flipped over at 4 a.m. Wednesday morning.

Four people were killed and another twenty were injured in this accident.

Holly Molly, these bus accidents have always been the "trademark" of
peruvian highways for as long as I can remember. It truly beats the hell out of me how things haven't changed or improved much at all over the years. Perhaps, the Minsiterio de Transportes needs foreign advisors to fix this epidemy once and for all. That insurance companies should fund the police for a better control is a good idea. It sounds to me that the best alternative for us would be to just rent a car and take ourselves control of our own lives.

Yes agreed Brian there is NO WAY we will be risking our lives & our childrens by traveling on those buses & putting our lives in the hands of dodgy drivers. They can make up 20 million excuses as to why these accidents have occured the fact is, way too many peoples lives have been lost & that's a risk we are not going to take, if the Transport Ministerios are not doing something about protecting passangers than I concider catching those buses to be extremely dangerous, so yes using our own car for traveling will definately be the go for us! It's a shame to the Peruvian government for not fixing this serious problem.

Some questions I heard on RPP today: "What is a human life worth in Peru?"
And: "Why do they broaden highways, but not sidewalks?"
We always travel with reputable bus companies like Linea. But even then I can't feel safe anymore. What if a druk driver runs into us? And then, we live at the coast with flat and straight highways. Poor fellas who travel on those bamba buses in the mountains...

More sad news. This morning the RPP website describes yet another bus accident. This time it seems two buses crashed head-on in Ica. Dead and injured passengers once again. Another tragedy on Peruvian highways.

A group of protestors in Ica, the region south of Lima, attacked workers and set a bus and a bus station on fire when a riot broke out during a march that had been organized to protest the disappearance and murder of a six-year-old girl.

According to Martin Gibbons, marketing chief for Soyuz Bus Company, a mob of people stormed into the bus station, which is located in the province of Chincha, attacking workers and vandalizing the establishment.

"There is an angry mob that has broken into the terminal, they have broken buses, looted the place and beat on company workers. We don't know why," said Gibbons.

While the reason for the attack has not been officially announced, it is known that a driver for the bus company is being held responsible for the death of over 20 people and 60 injuries.

The Soyuz bus driver is blamed for the accident that took place in the Lima region when he attempted to pass another vehicle and crashed head on with another bus.

During the attack on the Soyuz bus station, it was also reported that a bus was set on fire.

The march was begun to demand that the Chincha police chief be fired and to push the national police to catch the criminals that kidnapped and murdered a six-year-old girl.

Unos 7 muertos y 28 heridos habría dejado el choque de dos buses en el km. 349 de la Panamericana Sur

Here is my rough translation:
[Some 7 dead and 28 left injured in a crash involving 2 buses at km 349 of the Panamericana South in recent hours. One bus, owned by the company Civa, crossed into the oncoming lane of the second bus owned by Expreso Huamanga. Civa's route was Lima-Arequipa and Expreso Huamanga's was Cuszco - Lima. The crash occurred at km 349, between Ica and Palpa. Four people died on Civa's bus, while three died on Expreso Huamanga's. -- jamie]

Peru's highways continued to be stained with the blood of innocent passengers in what has been labeled as a horrific and unstoppable streak of highway accidents involving tourism buses.

Three people were killed and another twelve were injured in a head-on collision early Friday morning.

A bus belonging to Cruz del Sur Bus Company plowed head on into a truck shipping bananas on the 219th kilometer of Panamericana Norte Highway in the Limean province of Barranca.

It was reported that among those that had to be taken to nearby hospitals was an Australian tourist.

While the exact cause of the accident has not been identified, by the position of the vehicles it is believed that one of the vehicles crossed over into a lane of oncoming traffic in an attempt to pass another motorist.

While the Ministry of Transportation admits that its programs are not getting the job done, statistics show that eighty-four people have died in highway accidents in the past eleven days.

"I don't think the ministry's plan has failed, it's just not enough," said Veronica Zavala, Peru's minister of transportation.

I hope it does Dan. One piece of wisdom I have learned in life is that things don't just "happen."

Storks don't just deliver babies, magic ferries don't sprinkle pixie dust and all the bad things in life turn good.

Everything is a process, a series of events, that happen when someone or something initiates an action.

Bus companies will not simply grow a conscience and start eating into profits to increase safety. It will take pressure and constant scrutiny by the public and government.

We as expat tourists do not even show up on the radar as significant for these bus companies. Their market is tens of thousands of Peruvians who have no choice but to take buses. However, every now and then a tourist shows up dead in an accident, makes headlines, and the "magic ferries" sprinkle some pixi dust on the issue and it magically all goes away -- for a little while.

This Friday evening I heard on TV about the deadly highway crash mentioned by Jamie above. It was in the coastal town of Paramonga, between a Cruz del Sur bus heading to Chiclayo from Lima and a large truck carrying bananas. Cruz del Sur is considered one of the most reliable bus companies but no bus is safe when a truck plunges into it. The news program said that this was the 10th deadly accident on Peruvian highways in a week (!!)

Because of events like this, the World Health Organization lists traffic accidents as one of the leading causes of deaths in third world countries.

This basically says that the Minister of Transportation - Veronica Zavala is being called for questioning because last year 3,500 people died in traffic deaths and this year in the first semester of the year, 391 people have already died.

El pedido, según declaró en el Hall de los Pasos Perdidos, ha sido hecho ante el presidente del Parlamento Nacional, doctor Javier Velásquez Quesquén, en la medida que aún no se inician las sesiones del Pleno del Congreso, expresó.

El congresista manifestó que es sumamente grave la situación del transporte interprovincial de pasajeros, y dijo que el año pasado, a causa de accidentes de tránsito, murieron 3.500 personas, mientras que en el primer semestre del presente año ya se han producido 391 muertes.

A su vez, el congresista José Urquizo presentó una denuncia constitucional contra la ministra de Transportes y Comunicaciones, Verónica Zavala, por omitir medidas correctivas, supervisar, controlar y reformular el Plan Tolerancia Cero, promovido por su despacho.

De acuerdo con el congresista, la ministra Zavala debería ser inhabilitada para ejercer cualquier cargo público por lo menos cinco años, dijo a RPP.

Ya lo medios de comunicación y la Defensoría del Pueblo había alertado sobre las deficiencias del Plan Tolerancia Cero pero nada se hizo al respecto.

Por esa razón el congresista Urquizo considera que recae en la ministra Zavala una responsabilidad política, penal y administrativa de los accidentes de tránsito ocurridos.

Finalmente, Urquizo demandó a la Mesa Directiva del Congreso se agilice el trámite respectivo, a fin de que el tema sea uno de los primeros puntos a tratarse en la sesión de la sesión de la Comisión de Acusaciones Constitucionales.

My husband's uncle and grandfather just returned two days ago from Apurimac and they took the bus company Huamanga which was involved in another deadly crash in Ica. Fortunately they were not on that bus.

We were talking about the accident (it happened the same day they were traveling) and his uncle says, "That's why you pick a seat in the middle."

So, if you HAVE TO take a bus, you have more chances of survival when you sit in the middle.

The problem is there is no control and it goes all the way down to the traffic system. You cannot correct drivers if you don't correct the system first.

The first step to correcting bus crashes, loud constant honking, running red lights, not obeying any traffic signs is to have the police start enforcing the laws. Once that happens, I think 80% of the transportation problems go away.

The police would have to stop breaking laws before they start enforcing them. The entire police system needs to be overhauled and modernized.

Here in Peru they don't record what they do, which gives them the liberty to bribe people.

The problem isn't police, it's the entire transportation system that's the problem.

Peru ministers meet to discuss 400 road fatalities in 2008

Over 1,000 traffic accidents have taken place on Peru's highways, the majority of which happened on weekends, reported Octavio Salazar, the head of Peru's national police.

He added that most traffic accidents in Peru involved a bus and explained that the main cause was that drivers were driving under the influence of alcohol.

The head of Peru's police made these statements at a meeting being held at Peru's Ministry of the Interior, where representatives from several ministries have met to discuss the recent increase in the number of traffic accidents in the Andean country.

Those present included the Ministers of Justice, Transportation, the Interior and the head of the national police.

It was also reported that the heads of several private transportation companies were present.

One of the businessmen that attended was Joaquín Ormeño, who asked the government to repair the country's roads, explaining many of them were over seventy years old.

Other statistics given at the meeting revealed that over 400 people had been killed in highway accidents in 2008.

No. The problem is the enforcement of existing laws. The police just dont do much of anything. The laws are there but they just take the bribe and off they go. I was on a bus 3 years ago going to Ica. The bus driver was driving all over the road and was drunk. He even had a bottle of something in a bag that he was drinking from. As anyone who traveles in Peru knows, the traffic police stop and check the busses and cargo trucks all the time. This bus was stopped 3 times on the way to Ica and every time you could see the driver giving money to the police and the police let him go. Lucky for us there was no accident but that was the last time I rode a bus anywhere.

The bus companies and drivers wouldnt do these things if there were repercussions. But, the way the law works in Peru it is very difficult to sue and win.

The buses have gotten better and the drivers are slowing down and not trying to pass 4 or 5 trucks at a time on a uphill grade anymore but more people are traveling now and the roads are much more crowded than they used to be.

Peru bus companies suspended

A spate of bus crashes on Peruvian roads has prompted the Ministry of Transport and Communications to suspend a number of local bus companies, the Foreign and Commonwealth Office (FCO) reports.

Serious bus accidents in July 2008 include 84 deaths in the past 11 days, according to LivinginPeru.com.

The website quotes statistics from the national highway police indicating that 391 people were killed and 2,777 injured in bus accidents in the first half of this year.

The CIAL company has had its services suspended on the Lima - Cusco - La Paz route.

Some routes operated by the Caplina bus company have also been suspended.

And the activities of the Soyuz bus company have been temporarily suspended on the Lima - Huaral and Lima - Ica routes because over half their buses do not operate with the required insurance.

The FCO warns that bus crashes are "commonplace" in Peru and travellers should use reputable transport companies, avoiding night time travel, particularly in mountainous and remote regions.

On the way to Mancora we took a private van from Piura. The driver drove quite fast. Along the way we passed a police checkpoint where they stopped cars, but for some reason a policeman recognized our driver and waved to him.

15 minutes later we pull over at a police station where the driver stops, hands a stuffed envelope to a policeman who hurriedly ran it inside.

Off we went.

After a series of bus accidents in July and August left 84 people dead in 11 days, Peru's Ministry of Transportation has tightened up on bus companies around the country.

Charges have been pressed against Civa Bus Company for using the same license plate number on different buses while buses for Soyuz and Caplina have been restricted from leaving bus stations.

The Ministry of Transportation reported that services provided by Soyuz Bus Company had been suspended because drivers were being allowed to work an excessive amount of hours.

In the case of Caplina, it was reported that buses were leaving stations with only one driver when two were required.

According to the ministry's supervisory directorate in Ica, it was found that at least five bus drivers for Soyuz were working ten-hour shifts without resting.

This is the second time Soyuz' bus fleet has been restricted from operating in less than ten days.

Just last week, transportation officials claimed the company was operating without insurance.

Sanctions have also been brought against Caplina Tourism Company for allowing one driver to bring passengers from the region of Tacna to Lima, a 1,293-kilometer (803-mile) trip.

The driver of the Soyuz bus in which 22 people were recently killed was found to have been drunk. (See article above: Peru: Protestors set Soyuz bus and bus station on fire during riot ).

Soyuz is under scrutiny for not having controls in place to protect its passengers from drunk conductors.

I for one would like to see police randomly stop buses and test for alcohol - without accepting a bribe to let the bus pass, in addition to company controls.

En este rango se encontraba Roger José Ángeles Carrión (57), chofer del bus de la empresa Soyuz que el pasado 20 de julio chocó frontalmente contra otra unidad en la variante del Pasamayo y dejó 22 muertos, entre ellos, el propio Ángeles. Así lo indica el dictamen pericial 2008002029578 del Instituto de Medicina Legal (IML), de fecha 31 de julio, en el cual se precisa que el dosaje etílico hecho a una muestra de hígado del occiso presenta 2,7 g/l de alcohol cuando lo máximo permitido es 0,5 g/l, cantidad que permanece en la sangre luego de tomar dos vasos de cerveza.

DALLAS, Texas (CNN) -- Federal authorities have ordered a company tied to a Texas bus crash on Friday that killed 17 people to cease operation, saying they pose an "imminent hazard."

The orders -- issued by the Federal Motor Carrier Safety Administration -- apply to motor coach operations Angel Tours, Inc., and Iguana Busmex, Inc., and their chief, Angel De La Torre.

Authorities say De La Torre continue to run his unsafe fleet of buses under a new name, Iguana, after they ordered Angel Tours to cease operation in June.

"Angel Tours and Iguana currently operate vehicles in a mechanically unsafe operating condition which, if operated, would pose an imminent hazard to the public," the orders state.

CNN tried to reach Angel Tours, but its voicemail was full on Sunday and not accepting messages. An e-mail to De La Torre was not immediately answered.

The action follows Friday's bus crash, in which the driver of the bus apparently lost control on northbound U.S. 75 in northwest Texas, smashing into a guardrail before rolling on its side and sliding into a gully. Twelve people were declared dead at the scene, and five others died at hospitals, officials said. Police estimated that, in addition to the deaths, 33 to 39 of the 54 passengers and lone driver suffered mild to serious injuries. iReport.com: Were you there? Send photos, video

On Friday, NTSB member Debbie Hersman told reporters that the bus' right front tire had been retreaded, in violation of safety rules. The blown tire was discovered near the crash site. It was the only one of the tires that was recapped, and the only one whose tread separated, she said. The orders say that federal authorities served De La Torre with a similar order to cease operations on June 23 after Angel Tours received an "unsatisfactory" safety rating during a compliance review. The Motor Carrier Safety Administration denied his request for an upgraded safety rating after Angel Tours failed to provide evidence it had improved the safety conditions of its fleet.

For its part, Iguana "constitutes a mere continuity of Angel Tours' operations," the document say. De La Torre registered Iguana on June 27 -- just four days after Angel Tours was ordered to shut down.

According to the documents, the companies committed 17 safety violations, including:

-- Using regrooved, recapped or retreaded tires on the front steering axle of buses;

-- Operating buses that were not periodically inspected;

-- Using drivers before the company received results from pre-employment drug tests;

-- Failing to investigate the driving records and backgrounds of drivers.

Before the companies can be considered for returning to operation, they would have to explain the reason for noncompliance and develop a detailed plan of action for remedying the list of violations.
